'Collector rate' is simply the Punjab name for what most of India calls the circle rate. Note that Punjab's headline 7% for male buyers is a composite figure that already includes a 1% social-security surcharge; women pay 5% and a mixed couple 6%, all applied to the collector-rate value.
How stamp duty uses the rate in Amritsar

Stamp duty is charged on ₹35,00,000, the higher figure, at 7%: about ₹2,45,000, plus registration charges. Writing the lower price into the deed does not reduce the duty by a rupee.
